２０２５年版のランキングで１位に輝いた神保町について、タイムアウトは「ビブリオフィル（書物好き）の天国」と呼ぶ。神保町はおよそ１３０軒の古書店が立ち並ぶ場所で、タイムアウトは「一誠堂書店」や「北沢書店」をブッキッシュな散策の一日にふわさしい出発点として紹介。また、コーヒーショップ文化やおいしいカレー店にも言及している。
タイムアウトの年間リストは、世界に広がる編集者やライターによる推薦をもとにまとめられる。選定された街は文化やコミュニティー、住みやすさ、飲食物、そしてタイムアウトの言う「定義が難しい今らしさ（ナウネス）の感覚」などの基準に照らしてランキング化される。
タイムアウトの旅行エディター、グレース・ビアード氏はＣＮＮ Ｔｒａｖｅｌの取材に「今年のタイムアウトのランキングで最も注目すべきポイントは、私たちの街がいかに地元コミュニティーによって、そして地元コミュニティーのために作られているかという点だ」と指摘した。
